House Rule 16
Quorum
A majority of the
members shall constitute a quorum, but a smaller number may adjourn from day to
day and compel the attendance of absent members. (Constitution, Article II,
Section 10).
When less than a
quorum vote on any question, the Speaker shall forthwith order the doors of the
House closed and the names of the members present shall be recorded. If it is
ascertained a quorum is present, either by answering to their names or by their
presence in the House, the Speaker shall again order the yeas and nays. If any
member present refuses to vote, refusal shall be deemed a contempt. Unless
purged, the House may order the Sergeant-at-Arms to remove the member or
members without the bar of the House. All privileges of membership shall be refused
the member or members so offending until the contempt is purged.
