Hospital
and Home Appropriations or Acquiring
Lands of the Commonwealth
No bills
appropriating moneys to State-aided hospitals or State-aided homes shall be
introduced in the House, except such as appropriate in single bills the total
sum to be appropriated to all of the institutions within the same class or
group. Requests for appropriations for particular State-aided hospitals or
State-aided homes shall be filed with the Chair of the Committee on
Appropriations on forms to be furnished by the said Committee on
Appropriations, and shall be signed by the member requesting the appropriation.
No bill granting or
conveying Commonwealth lands or taking title thereto shall be reported by any
committee to the House unless there has been filed with the Chief Clerk and the
chair of the reporting committee a memorandum from the Department of General
Services indicating the use to which the property is presently employed, the
full consideration for the transfer, if any, a departmental appraisal of the property,
including its valuation and a list of recorded liens and encumbrances, if any,
the use to which the property will be employed upon its transfer, the date by
which the land is needed for its new use, and the legislative district or
districts in which the land is located. The memorandum shall contain a
statement by a responsible person in the Department of General Services
indicating whether or not the administration favors the transfer which is the
subject of the bill under consideration.
