Questions
of Order
The Speaker shall
decide all questions of order subject to an appeal by two members. The Speaker
may, in the first instance, submit the question to the House. Questions
involving the constitutionality of any matters shall be decided by the House.
On questions of order there shall be no debate except on an appeal from the
decision of the Speaker or on reference of a question to the House. In either
case, no member shall speak more than once except by leave of the House.
Unless germane to
the appeal, a second point of order is not in order while an appeal is pending;
but, when the appeal is disposed of, a second point of order is in order and is
subject to appeal.
