House Rule 54
Presentation
and Withdrawal of Motions
When a motion which
is in order has been made, the Speaker shall state it or (if it is in writing)
cause it to be read by the Clerk. It shall then be in the possession of the
House, but it may be withdrawn by the maker at any time before decision or
amendment.
The Speaker shall
put the question in the following form, viz: "those in favor of the motion
will say 'aye'." After the affirmative is expressed, "those who are
opposed will say 'no'."
All motions, except
for the previous question and a motion for reconsideration, may be made without
a second.
No dilatory motion
shall be entertained by the Speaker.
