House Rule 55
Privileged
Motions
When a question is
under debate or before the House, no motion shall be received but the
following, which shall take precedence in the order named:
(1) To adjourn, or
recess.
(2) A call of the
House.
(3) To lay on the
table.
(4) For the previous
question.
(5) To postpone.
(6) To commit or
recommit.
(7) To amend.
Debate on the motion
to postpone shall be confined to the question of the postponement and shall not
include discussion of the main question.
The motion to commit
or recommit is open to debate only as to the reasons for or against reference
to committee and shall not include a discussion of the merits of the main
question.
Debate on the motion
to amend shall be limited to the amendment and shall not include the general
merits of the main question.
