Call
of the House
If a question of the
absence of a quorum is raised by a member, the Speaker shall order the
Sergeant-at-Arms to close the doors of the House. No member shall be permitted
to leave the House, except by permission of the House. The names of the members
present shall be recorded and absentees noted. Those for whom no leave of
absence has been granted or no sufficient excuse is made may, by order of a
majority of the members present, be sent for and taken into custody by the
Sergeant-at-Arms and assistants appointed for that purpose, and brought before
the bar of the House where, unless excused by a majority of the members
present, they shall be censured or punished for neglect of duty as the House
may direct.
Further proceedings
under a call of the House may be dispensed with at any time after the
completion of the roll call and the announcement of the result.
These proceedings
shall be without debate, and no motion, except to adjourn, shall be in order.
