Speaker's Message
Thank you for your interest in legislative reform. In March 2007, the House adopted more than 30 changes to House rules recommended by the Speaker’s Commission on Legislative Reform. These changes contributed to a more open legislative process – more understandable and transparent to outside observers, and fairer for all House members. You can find more information about those changes on this site.
In October,
the House is set to adopt another rule change that will expand the
mission of the House Ethics Committee and help to make lawmakers more
accountable. Meanwhile, the House and Senate are both working toward
passing a new open records law that will greatly expand the
amount of information available for public review at all levels of
government in Pennsylvania. I invite you to comment on the reforms
we've undertaken and to suggest ideas for other reforms by writing to
